For a long time, Michigan State University administrators have claimed to the federal government and the public that they have properly handled complaints of sexual assault, violence and gender discrimination.
But an external investigation found that officials from the campus police to the sports department of Sparta generally denied, acted and suppressed the allegations, and Mark Hollis, the top leader of the sports department of Sparta, announced his retirement on Friday.
These actions go far beyond the high-profile publicity case of Larry Nasser, a former MSU sports physician.

ESPN eventually sued the MSU for releasing material, and the Michigan court ruled that the school violated the state\'s open record law, granting ESPN unedited records and telling the MSU to pay ESPN\'s attorney fees.
When ESPN filed a subsequent record request last year, MSU took unusual steps to sue ESPN on its own initiative to defend its detention of documents.
In dismissing the proceedings, a judge wrote that the public body that brought the action against the applicant could have a \"chilling effect\" and discouraged people from asking for records from the outset.
Reports involving the football team: have the campus police or any university administrator notified Dantonio of these events, or have they notified, and have the coach disciplined any player.
University policy requires campus police to file a complaint with the student Justice Department, even if the person reporting the sexual assault does not want to do so.
It is not clear whether this has occurred in these cases.
Since the campus police removed their names from the police report on the grounds of privacy issues, it was not possible to contact any women who reported the case.

According to The Wall Street Journal, the findings were not shared with the alleged victims, but were shared with Nasser and strampert, Office of General Counsel at Michigan State University. On Sept.
1,2015, the civil rights office published the findings and found that the university violated several procedural aspects of Chapter 9 the Sex Discrimination Act, such as imperfect policies and incomplete archives.
It cites a report from an MSU employee who \"has been accused of making sexual comments and making inappropriate touches on multiple occasions by different employees\", even after two complaints and investigations, the \"male employee did not seem to take these allegations seriously.
Investigators also found a history of complaints about a college counselor who \"sexually harassed students and sought counselling after being sexually assaulted \".
\"Although Michigan State University campus police told investigators that they had assigned trained officials to work with victims of sexual assault and that they often told students how to complain to the university, federal investigators found that, it\'s not always the case to get a protection order and get other support services.
Investigators have repeatedly heard that people reporting sexual assault \"have had challenging experiences with the police \".
\"A sexual assault consultant recalls that the campus police\" discouraged a student from submitting a report telling her that she should not ruin someone\'s life, \"the report said \".
While the civil rights office identified the MSU as \"failing to respond promptly and fairly to Schaner\" and cited the time it took to start the investigation, it wrote, the external counsel in her case completed the \"thorough and adequate investigation\" and agreed with his findings that there was not enough evidence that Schaner was \"subjected to unwelcome sexual contact \".
\"OCR also determined that Michigan provided enough resources for Schaner and separated from the two players on campus.
Despite the different conclusions in the Schaner case, according to the agency\'s expanded survey of Michigan, which is the overall survey of campus culture, Michigan is the most critical.
Investigators found that \"there is an environment of sexual hostility to many students and staff on campus\" and that \"MSU\'s failure to deal with sexual harassment complaints, including sexual violence\", reported: \"created and possibly contributed to the continuation of this sexual hostile environment in a prompt and equitable manner. \".
The report states that the students told investigators that Michigan athletes were \"well known for sexual harassment and sexual assault and were not punished for that because athletes were so highly valued in college.
\"It also notes that athletes are trained more in sexual harassment and sexual assault than other students, but notes that there may be different information.
It cites a project called \"branding Sparta\" to maintain the name of Sparta.
Some male athletes told investigators, \"reports of sexual assault could tarnish the brand of Sparta, and at least one person reportedly said, he may not report the incident involving an athlete to the ninth Olympic games office.
Due to the investigation and investigation results, Michigan reached a resolution agreement with the United StatesS.

Mumphery has never faced charges, and on September 2015, investigators from the MSU agency Fair Office found that Mumphery did not violate Michigan\'s policy on violence and sexual misconduct.
However, after reviewing the case under the OCR directive, the MSU determined on March 2016 that Mumphery did violate the university\'s policy of violence and sexual assault.
On November 2017, the woman filed a ninth gender discrimination lawsuit with MSU, claiming that MSU failed to investigate her complaint and did not support or protect her despite repeated requests for help.
The lawsuit stated that the school did not provide her with consultation and academic support when investigating her complaint twice, and after finally discovering that there was a violation of the law, did not insist on banning him from entering the campus.
The school also faces the ninth lawsuit filed in 2015, involving claims from three women who indicated that the school had failed to respond appropriately to their reports of sexual assault.
MSU officials declined to comment on specific cases, but they provided the outside world with a progress report on the university\'s compliance with the OCR Agreement at the beginning of the school year, noting that the agency Fair Office--
